Ocoee, in western Orange County, began in the mid-1850s when Dr. J. D. Starke, sick with malaria, took a group of enslaved people, also sick, to the north side of a clear lake in the pine woods. Their camp, from which they worked fields near Lake Apopka, grew into a village called Starke Lake. After the Civil War Confederate veterans settled there, including Captain Bluford Sims and General William Temple Withers. Sims received a 74-acre land grant west of the lake on October 5, 1883, and in 1886 he led the effort to plat the town and rename it Ocoee, for a river near his Tennessee boyhood home; the Cherokee word means "apricot vine place." Sims's pioneering work budding wild orange trees led to what is called the first commercial citrus nursery in the United States, which supplied groves across Florida and shipped trees to California.
Before Election Day, November 2, 1920, the Ku Klux Klan and others held rallies to keep Black citizens from voting. When Mose Norman, a Black man, tried to vote at Ocoee, he was turned away and later beaten. An armed white group went to the home of Julius "July" Perry, a prominent Black businessman, looking for Norman; Perry's family resisted, and in the gunfight two white men were killed and Perry was badly wounded. A white mob took Perry from the county jail in Orlando and lynched him. That night a white mob of at least 100 people entered Northern Quarters, one of Ocoee's two Black communities, in the violence known as the Ocoee Massacre, which drove the town's Black residents away.
