Heflin is the seat of Cleburne County, created on December 6, 1866, and named for Confederate Major General Patrick R. Cleburne, born in Ireland on March 17, 1828, the South's highest-ranking foreign-born officer, who was killed at the Battle of Franklin, Tennessee, on November 30, 1864.
Heflin was first settled in 1882 as a station on the railroad from Atlanta. It grew quickly and was incorporated in 1886. The county seat had been at Edwardsville since 1867, and Edwardsville was the county's largest town in 1880 and 1890, but by 1900 Heflin had passed it. In 1905 voters chose to move the seat to Heflin, and the result was appealed and upheld by the Alabama Supreme Court on July 1, 1906.
