Bay St. Louis, the seat of Hancock County, began as a French settlement on the west shore of the bay that Jean-Baptiste Le Moyne de Bienville explored on August 25, 1699, and named for King Louis IX of France. French colonists, and the enslaved Africans they brought to work their plantations, gave the area a Creole and largely Catholic character that it still keeps. The house later called the Old Spanish Customs House, believed to have been built by French colonist Hyacinth Caron in 1787 according to an inscription in its brickwork, was perhaps the oldest building in town until Hurricane Katrina destroyed it in 2005.
Until 1875 the town was called Shieldsborough, after early settler Thomas Shields. On December 14, 1814, five U.S. gunboats fought a British fleet entering nearby Lake Borgne, the last naval defense before Andrew Jackson's victory at New Orleans. The Mississippi Legislature incorporated Shieldsborough on January 21, 1818, and the town was renamed Bay St. Louis in 1875. St. Augustine's Seminary, founded in Greenville in 1920 by the Divine Word Missionaries to train missionary brothers and priests, moved here in 1923 and is the oldest existing Catholic seminary in Mississippi. The town took the full force of two great hurricanes. On August 17, 1969, Hurricane Camille's eye passed over neighboring Waveland, and on August 29, 2005, Hurricane Katrina made its final landfall just west of Bay St. Louis with a storm surge of about 28 feet. The old ridge along the former route of U.S. 90, the Old Spanish Trail, stood high enough to escape the surge.
