In 1904, with Washington growing fast and better public transportation making the outskirts appealing, the Baltimore resident Otway B. Zantzinger bought 400 hilly acres just beyond the eastern corner of the District of Columbia. He divided the tract into 4,000 lots priced from $20 to $150 and advertised a view of the capital, a proposed electric railway, spring water, nothing down and a dollar a month, no interest, no landlords, and, in keeping with the racial exclusion common at the time, "no colored people." Many buyers bought two lots.
The promised railway did not come, and commuters walked about a mile, often through mud, to the District Line station at present Seat Pleasant to ride into Washington. With no paved roads, sidewalks, streetlights or other services, the roughly 200 householders voted in 1910 to incorporate as Capitol Heights. Over the next 50 years the town improved its infrastructure, founding its own fire and public works departments, and by the 1970s, when it had about 3,800 people, its central business district had begun to decline. In 1980 the long-promised rail link finally arrived, when Capitol Heights got its own station on the Washington Metro's Blue Line. Sources Wikipedia: Capitol Heights, Maryland
